Extant literature guides our belief that the essential ingredients for improving all students' achievement in both mathematics and science achievement is coherent, challenging content standards supported by textbooks, instructional materials and course taking policies that are aligned. These standards, textbooks and materials then need to be used by teachers with a deep understanding of the subject matter content and content-related pedagogy.
